Well, to me, rules are applicable when abiding it will assist you in attaining your goals. Or breaking it to achieve your goals, providing that the consequences of being caught breaking it are within your own risk appetite.

Ethics??? Well, I guess the above methodology can be applied to it. If whistle blowing will helps me in promotions and earning more $$$, I'll do it without a second thought. But if keeping quiet will guard my present job, or lead me to a better place, I'll do it again without a second thought. If I were required to do something to keep it quiet, well... I'll assess the possible consequences and my risk appetite.

I once read in a magazine, one of the partner's of the big firms says "Everybody is doing it, and we are unlucky to be caught doing it"

Ethics, I think it's a bunch of crap. No hard feelings... Why all the chaos on ethics these day.. Ever since the world.com and enron case, there's these whole ethics thing going on.. Why??? Well, as the typical kia-su and money minded accountants, they or perhaps we, are trying to protect our ethical professions.... So that the public trust us, the directors use us and the $$$ find us!!!
